TOWN COUNCIL (BOARD)
Members of the Town Board are the legislative governing body of Ulysses. They are responsible for establishing and overseeing the policies, budget, and services of the Town.
Town Board members meet on the 2nd and 4th Tuesdays at 7pm for regular meetings and attend special meetings when necessary. Board members devote 10-24 hours/ month preparing for and attending meetings. The overall time commitment can vary based on the availability and interests of the Town Board member. An annual stipend of ,065 is paid monthly to board members.
Town Boards are responsible for:
- Adopting an annual budget;
- Setting the salaries of officers and other employees;
- Establishing the rules governing the procedures of the board;
- Overseeing improvements in town infrastructure, such as road and bridges repairs;
- Conducting audits to insure the proper use of town funds;
- Overseeing services provided by Board-appointed employees who report to the Supervisor;
- Supporting or pursuing initiatives for the improvement of the health, safety, or well-being of the general public (water districts, fire protection districts, watersheds, zoning, etc.);
- Generally, fill vacancies in town offices, elective or appointive;
- Select a town attorney and a town engineer;
- Provide for the hiring of other employees as necessary for the conduct of the town’s business (town law, sections 20 and 64).
- Authorize certain appropriations by the Highway Superintendent (Highway Law, Section 140 (4)).
- Provide for the construction of drainage flood control facilities;
- Provide for certain public health services;
- Provide for town improvements;
- Establish fire, fire alarm and fire protection districts;
- Create improvement districts, such as public water districts;
- Contract for fire and ambulance services and other programs to protect public safety and promote the well-being of its residents and the environment;
